Home Made Wind Turbine  is about a group in Iowa who set about building their own turbine as cheaply as possible, spending about $400 on their generator.  They use scrap metal where possible.  By their own admission, there is a lot of labor involved in the process.

Of course it is necessary to first check the wind supply in the area, and many areas in the US have online data about this.

They are a pretty cheerful bunch, and advise that this is a good thing to do in communities to achieve energy independence.
